After reports that he intervened to protect an aide in a domestic violence case, Gov. David A. Paterson of New York announced on Friday that he would not seek election.
Mr. Paterson took office after Gov. Eliot Spitzer resigned in disgrace in a prostitution scandal, and the problems of the two governors have disrupted an already disorderly government in Albany.
With a budget crisis, the aftermath of various scandals and legislative stalemates, what can and should the next governor do? The question is not whether anyone can govern New York — someone has to — but what kind of changes will it take for a leader to govern effectively?
