Evan Handler (”Sex and the City”), a leukemia survivor, is the national spokesman for “Totally Baldacious!,” which kicks off today to coincide with Valentine’s Day next Sunday. Rodney King, whose beating by LA cops in 1991 sparked ri oting in that city, visits to morrow’s “Judge Pirro” (4 p.m./Ch. 5) because he’s suing an ex- friend, Teneal Goyco, for not repaying a $4,500 loan. King, who admits to a past filled with drugs and crime — but claims to be 18 months on the wagon — also discusses the 1991 beating and his encounter with a transves tite prostitute and says he wants to tour the country to improve race relations.
